The Star Sydney Positioned to Regain Conditional Casino License by End of September
The New South Wales Independent Casino Commission (NICC) is developing a framework that could restore The Star Sydney’s suspended casino license on a conditional basis by the end of September. The proposed arrangement would transition operational authority back to the casino operator while maintaining strict regulatory oversight. If implemented, the decision would mark a substantial shift from direct state management to a conditional licensing structure.
The casino license for The Star Sydney was suspended in October 2022 following an independent inquiry led by Adam Bell SC. The inquiry identified significant systemic failures in corporate governance, anti-money laundering protocols, and risk management. In response, the regulator appointed Nicholas Weeks as an independent manager to maintain direct oversight of daily operations. Under the framework currently under consideration by the NICC, Weeks would conclude his term as manager at the end of the month and transition into a specialized monitoring role.
Regulatory authorities indicated that the potential reinstatement follows increased cooperation and communication between the regulator and the casino’s management. NICC Chief Commissioner Philip Crawford outlined the prospective changes during a state parliamentary budget estimates hearing.
“The good news is that the people now running and owning this casino are listening to us,” Crawford stated. “They’re working very closely and well with the manager. They’re trying to get things done. They’ve taken steps to right-size their business.”
While regulatory engagement has demonstrated positive progress, the operator continues to address ongoing operational and financial obligations. The Star Entertainment Group formally submitted its application for license reinstatement in August after completing internal compliance reviews. However, the organization remains subject to external financial commitments, including pending civil penalty proceedings initiated by the Australian Transaction Reports and Analysis Centre (AUSTRAC).
Under the proposed conditional structure, control of the license would be returned to the operator subject to mandatory conditions and specific regulatory directions. A comprehensive review under Section 31 of the Casino Control Act will be conducted at a future date to assess long-term operational suitability.
